The "close now" for a cohort waiting on a person who is not answering. It settles PARTIAL; the items still running carry on, and are counted in progress but not in the follow-up.

Any budget windows raised for it are put back, unless someone changed them since, and the automation is free for a new cohort. 409 once the cohort has settled.
Confirms a sampled cohort's estimate, and lets the rest of it run.
A sampled cohort ran its first items for real and admits nothing more until someone confirms what the rest is projected to cost. Confirming resumes admission, raises the budgets of the platform-managed agents it runs on to cover the projection (put back when the cohort settles), lets a paused automation work through it, and starts a pass now. Pass the `estimate.hash` you were shown; 409 if the estimate has changed since, or the cohort is not awaiting confirmation.
