Publishes the current saved Workflow draft as an immutable revision.

The authoring body is loaded server-side from the versioned draft; the request carries only the optional version note, so publishing cannot accidentally diverge from the draft the user reviewed. Requires `If-Match` with the current draft version.

workflow*string

The unique identifier of the Workflow.

revision*string

The base revision the draft forks from.

tenant*string

The tenant identifier
