Lists the tenant's consult capabilities, ordered by name.

Returns the tenant's full consult-capability catalog — the canonical vocabulary the participant-expertise and consult-pin pickers offer. Items are ordered case-insensitively by name. The catalog is small and unpaged today; the `ListPage` envelope keeps paging part of the contract for when it grows.
