List all available LLM providers with config counts.

Returns a paginated list of LLM providers (OpenAI, Anthropic, etc.) with their supported models, capabilities, configuration options, and the number of tenant-scoped configurations created for each provider. Use `search` for case-insensitive substring matching against provider id and name.
