Lets a managed source read on its schedule again.

The explicit decision that a materialized implementation may start reading a customer's history — a newly provisioned source is created paused precisely so this is a separate act. Resuming revalidates the automation the way an operator's own edit would, so a source whose work shape has become unrunnable is refused rather than scheduled. Only a paused source resumes: provisioning, degraded and archived sources have implementations nobody has confirmed.
