Lists the questions customers asked that no knowledge base answers yet.

When an agent review finds customers asking something nobody answered, it drafts the question in the agent's knowledge base and holds it for review. These are those drafts, still waiting — the most asked first, then the most recently asked — for the Inbox to ask a person to answer once, for every agent that reads the base. Answer one by publishing its document with the answer as the body — <c>PATCH knowledgeBases/{knowledgeBase}/documents/{documentId}</c> with `bodyMarkdown` and `status: PUBLISHED` — or skip it by archiving the document. A skipped question comes back if customers ask it again. Drafts on archived bases are left out.
