Records that clusters of a reviewed report are not duplicates.

A person's answer, recorded at once: nobody is asked, nothing is queued and no document changes. Each named cluster comes back KEPT_SEPARATE with `decidedBy` set to the caller and the optional `note` as its reason. It is the newest answer about those clusters, so a drafted merge among them can no longer be approved, and it is carried to later passes over the same documents at the same contents. Asking the consolidator again (`:propose`) overrules it in turn. Returns the completed run.

Request Body

The clusters, the report version they were read from, and an optional reason.

clusterIds?array<string>

Which of the report's clusters to merge. Selective on purpose: a report is reviewed cluster by cluster, and an all-or-nothing apply would make one bad candidate reject every good one.

expectedReportVersion?integer

The report version the caller read. Sent back so a report produced by a different shape cannot be applied through semantics it was never written under.
