Creates a set of working hours.
Times are `HH:mm` wall-clock times in the given IANA time zone. An end earlier than its start runs past midnight into the next day, and `24:00` is accepted as an end. A weekday that is left out is closed. A dated exception replaces that date's regular hours; an exception with no time ranges closes the day.

The tenant identifier
The working hours to create.
Display name ("Israel support").
IANA zone id, e.g. Asia/Jerusalem. Required; there is no UTC default.
The regular week. A weekday that is left out is closed.
Dated exceptions to the regular week — holidays, short days.
Minutes before a close that an escalation is treated like an after-hours one. Zero, the default, turns it off.
