Updates a set of working hours.

Only the fields sent change. The weekly hours and the dated exceptions are each replaced whole when sent. Agents see the change on their next turn; nothing needs to be deployed.

IANA zone id. Changing it moves every time and date to the new zone as written.

Minutes before a close that an escalation is treated like an after-hours one; zero turns it off.
