Checks the claim's TXT record now, and verifies the domain if it is published.

Looks the record up through a public resolver. Found: the claim becomes `VERIFIED`, whether it was pending, lapsed, or suspended. Not found: nothing changes but `lastCheckedAt`, and the 409's `code` says what was wrong. One lookup per claim every 10 seconds; sooner is a 429.
